Contact the Waterworks Bureau’s Telephone Service Center and give your name, address and the date you would like the service to begin (i.e., the move-in date). This can also be done through the Waterworks Bureau’s website at http://www.city.sapporo.jp/suido/ (Japanese).
Water fees, along with sewage fees, are charged every other month.
Bills can be paid automatically using the account transfer systems provided by financial institutions, or directly at financial institutions, convenience stores or Waterworks Bureau service offices.
During winter in Sapporo, water sometimes freezes and water pipes burst. If this happens, your residence may flood or cause problems for residents downstairs, and you may be liable to pay significant damages. Accordingly, when the nighttime temperature is forecast to fall below –4°C, or if you will be away from home for a few days, be sure to turn off the main water valve and open the taps to drain water remaining in the pipes. Ask your landlord how to do this on moving in.
If a water pipe is frozen, wrap the frozen part with a towel and pour hot water on it. The water should soon start to run. If it does not, or if the pipe bursts, call the Water Distribution Maintenance Office in your ward or the Waterworks Bureau Telephone Service Center.
If water does not run or stop, or for any other water-related problems, contact the Waterworks Bureau Telephone Service Center.
Hokkaido Electric Power Co., Inc. (known as Hokuden) supplies power in Sapporo. The frequency of the electricity supplied is 50 Hz, and the voltage is 100V or 200 V (100 V is general).
The frequency of 50 Hz is used in eastern Japan, while 60 Hz is used in western Japan. Some domestic appliances can be used with both frequencies, including those whose performance varies depending on the frequency, but some cannot be used at all with the wrong frequency.
To turn on the electricity, find the electric breaker switch panel (usually located near the front door or the lavatory) and flip the breaker switches up.
After confirming that electricity is being supplied, fill in the application for electricity service (this should be attached to the breaker or in your mailbox) and post it. If the electricity does not come on, or if you cannot find the application form, call the nearest Hokuden office.

Two types of gas are used in Sapporo: city gas provided through underground pipes, and LP gas (liquefied petroleum/propane gas) directly provided from compressed gas cylinders.
Gas appliances vary by gas type, and using an incompatible type may result in fires and other hazards. Be sure to confirm (for example, by asking your landlord) what type of gas is used.
City gas is supplied by Hokkaido Gas Co., Ltd. (known as Kita Gas) throughout the city.
To apply for gas service, call the Kita Gas Customer Center at least three days prior to your move-in date and tell them your name, new address and the day you will need to start using gas. A service representative will visit the residence on the appointed date and open the main valve.

LP gas (propane gas) is provided by many companies. If you live in a residence where propane gas is used, please contact the relevant company after asking your landlord for the relevant name and phone number.
